let's go to john fowler live in the north bay just getting soaked today. >> reporter: right now we are off highway 101 just north of nevado. the headlights the northbound commute traffic. the rain has been coming down strong, wind starting to pick up at the top of the ridge i checked on the weather system, 41-mile an hour gusts. we haven't seen much of a gully washer yet. for many, not all its been a welcome end to a wet month. rain slickened roads led to what police called typical traffic tangles. one driver clobbered christ even's car. >> i couldn't do thing. i could hit the brakes but you could see it was going to hit. i guess he didn't see me coming down the road. >> reporter: three quarters of the drinking water comes the sky. still rain didn't lift everybody's spirits. >> i know we need it but i know it kind of doesn't let me

wind and more than 100 flights canceled. the airport has been on a flow control since 8 this morning and officials are saying that 121 flights have been canceled and almost all the other flights have been delayed. on the flip side oakland and san jose airport aren't reporting significant problems at all, in fact oakland officials say they accepted a few flight that were divert from sfo. coming up at 5:20 we tell you what we can expect this evening at sfo. the california heyway patrol issued wind advisories for three bay area bridges. the warning went into effect just before four this morning for the bay bridge and since then the chp has added the san mateo bridge and the richmond san rafael bridge. they are asking people to be caution. our storm coverage continues on the website. you can log on and click on the weather tab to get the latest on the forecast in your neighborhood. >> we have new information about the case against a man accused in a mass murder in san

francisco last week. police turned over the case to the district attorney this morning and just a few minutes ago our david stevenson learned the details about the charges. he joins us live from the city. >> reporter: with in the last ten minutes i learned that the charges will include five counts of murder with special circumstances for the suspect in friday's killing. look at that booking photograph. police say that -- prosecutors have until tomorrow morning at ten to file the paperwork charges against this man. 35-year-old ben tha ai luc. now here is a picture of one of the victims, this man a 65-year- old. three other members of his family were killed, a wife, daughter and son and the son's girlfriend at the home. police say they suffered blunt force trauma. a motive, the method by which

died and indications of if other suspects are being sought. the police chief didn't comment this afternoon but he has said that he believes the victims knew the suspect is and invited him into the home. they say they have a narrative for what happened. the mayor spoke out about the killings. >> horrible tragedy. the family that was my opinion i guess -- they were executed in some way and i know the police are doing the best job they can. they have a suspect and i hope that they will have complete information on this. >> now here is what is a head. the suspect is scheduled to be arraigned tomorrow at 1:30. we have learned the da may also have a press conference in the afternoon. that could be where we learn more details about the case including a possible motive for the killings. reporting live in san francisco, david stevenson. >> and tonight we are learning more about that man arrested for the five killings.

we have obtained document that detailed his extensive criminal background and at 5:30 we will tell you what the documents reveal, you will also hear from a witness. >> hundreds of people turned out today to help in the search for sierra lamar. she has been missing more than a week and is considered a kidnapping victim. robert honda went with some of the searchers and he is live with the outpouring of support. >> reporter: support not just for a missing person but for a crime victim. now that investigators say they have no evidence to believe she is a run away. here at the search center ; organizers say they didn't know what kind of crowd they would get today and got more than they expected. doors opened at eight with in minutes people crowded inside the burnett school in morgan hill to volunteer to help search for the missing teen. investigators said for the first dime she believe she was kidnapped. the line of volunteers went out

good 20-mile area. >> reporter: a few minutes ago the family expressed thanks to searchers and her father said he was not surprised his daughter is now considered a crime victim because the family never believed she ran away. live in morgan hill. >> school officials in concord are warning students and parents about a stranger who tried to lure two girls in to his car. the principal at el dorado said they were walking to school when a man in a black car tried to pick them up. they say they told him no but the man continued to follow them asking them if they wanted a ride. the principal is now telling parents at his school other schools nearby. >> it's important that everybody knows. like you said just because he was here in concord doesn't mean he isn't in martinez or walnut creek. >> reporter: administrators say they have told concord police who are looking in to the came. >> the sheriff is fighting his suspension as sheriff in court his attorney filed a petition

with the court this morning, it claims the mayor over stepped his authority by suspending the sheriff because of false imprisonment incident between him and his wife happened before he was sheriff. today the mayor said the matter is in the hands of the ethics commission. >> they don't have a time frame so they will probably hold a hearing in a few weeks, make a determination as to whether or not to confirm the charges. >> reporter: last week the mayor asked the admission to determine if the sheriff should by removed from office for official misconduct. >> today the united states court took up the central issue in the president's health care reform act. did the government force people to buy health insurance. scott mcfarland is in washington dc and say what we learned today from the justices line of questioning. >> reporter: particularly pointed questioning the conservative justices to the obama administration attorney about that individual mandate, the requirement that all americans get health insurance,

. >> police investigating a stab that sent a man to the hospital. it happened in front of an office building near the caltrans station last night. police weren't told until this morning. sources say that the victim was stabbed several times by two men during a robbery. the victim is at sanford medical hospital and is expected to be okay. >> protesters in san francisco were take egg security mattering into already own hands after a second stabbing at their newest camp. the so-called reoccupiers have

. >> police released this surveillance video showing 100 students running in and route of a store that was ransack. they were protesting the death of a teen shot and killed last month. now that video didn't capture

anyone ransacking the store but police say the students disrupted displays and broke items. it's not known in anything was taken. the police chief said most of the protests were peaceful. >> a call for justice for martin rang out in the capitol today. protesters, members of congress and the teen's parents all demanded a response to his killing. students and staff from washington area schools marched to the white house expressing outrage. a neighborhood watch captaiai shot and killed the unarmed teen claiming self-defense. the house held a hearing today on his death and the issues of hate crime and racial profiling. martin's parents said their son's story has touched the nation. >> was our son, he is your son, a lot of people can related to our situation.

at five. >> he is a man with a violent criminal past. the same man accused of killing five people last weekend. we told you at the beginning of the newscast he is expected to be charged tomorrow morning. we have be digging deeper in to the suspect's history and we are live in san jose after talking to a witness who remembers seeing him at a crime scene there 16 years ago. >> reporter: this is just a fraction of the court records we have gotten today. the information detailed violence and weapons uses in two armed robberies that were committed here in san jose in 1996. jose never forgot the face of the man he said he saw holding a gun outside his workplace. >> yeah. yeah same guy. >> reporter: he testified against him in one of the two armed robbery cases, at that time police released this

sketch of two suspects, the one on the left was identified as luck. a police report said that the suspects had been robbing businesses. in september of 1996 police say he and another man concerned a restaurant that used to be here. it's a mexican restaurant now. then court documents show the owner was roger lao and he stuck a gun into the man's back and said we are here to rob. less than a month later court records show they robbed a clothing warehouse which has since closed down. he said he used to work next door and remembers hearing the business owner screaming. >> he have a gun and they. >> reporter: they recovered a dagger and machete. one of the witnesses got a threatening phone call before he testified. he said he was 75% sure it was
